Gems Distribution just Upgraded

To help alleviate sybil's and reward Velvet power users, a few changes have been made to the Gem's Distribution for this Epoch and beyond

The new System will be based on Rank over total Gems mined:
1: 5%
2: 4.5%
3: 4%
4: 3.5%
5: 3%
6: 2.5%
7: 2%
8: 1.75%
9: 1.5%
10: 1.25%
Rank 11-50: 1.24% -> 0.355%
Rank 51-425: 0.35% -> 0.002%
Rank 426 on will still receive small share of the remaining Gems Rewards

On top of this, to protect from sybil attacks and make sure we're rewarding real users we're engaging an independent 3rd party provider to identify sybil activity, such wallets will be excluded from the distribution
